Those who are familiar with India’s Kao Plan are hardly surprised at the arrest of Commander Kul Yadav Bhoshan. However, it is for the first time that Pakistani government has shown some spine to stand up and directly accuse the Indian RAW of fanning and funding insurgency, sectarianism and terrorism inside Pakistan. The very fact that an operative of the rank of a Commander was himself directing the terrorist activities while sitting inside Pakistan only shows how Indian’s feel emboldened to create mayhem in Pakistan with considerable ease and get away with it.
Why India is interested in disintegrating Pakistan, or at least separate the province of Balochistan, is topic amply discussed threadbare. Balochistan has always been a target of Indian attention for so many reasons and the province has remained unstable for so long for the very same reasons. The very fact that it is rich in oil, gas and mineral deposits makes it attractive for other powers also who are known for their appetite for such natural gifts. Erstwhile USSR was interested in getting unhindered access to warm waters of Makran Coast, therefore, it actively supported insurgency till its own disintegration. Americans want Balochistan for themselves for its weapons of mass destruction which is now a catchphrase for oil deposits like that of Iraq. Arabs, Iranians and Afghans have their own axe to grind.
But India’s interest in Balochistan is not of recent origin. It is an integral part of the plan to undo Pakistan completely. The architect of this sinister plan, Rameshwar Nath Kao was a spymaster and the first chief of RAW from its founding in 1969 to 1977. Like Nehru and Indira Gandhi, Kao hailed from Kashmir. The chilling details of the plan can be seen in the Daily Mail’s research which indicates that when Mrs. Gandhi assumed the charge of the Prime Minister’s Office (PMO) at New Delhi, she ordered the IB to prepare comprehensive plans to destabilize Pakistan and to transform it into a failed State and to negate the 2-Nation Theory which was the foundation of the creation of Pakistan. This, around 240-page plan, which is still known as The Kao Plan in India’s clandestine community had three different operations to destabilize and eliminate Pakistan.
The first, known as Kao’s Bangla Plan (KBP) was chalked out to start an insurgency movement in East Pakistan and transform the Eastern part of Pakistan into a new State. The 2nd plan, known as Kao’s Balochistan Plan (KBP-II) was architected to create a similar scenario in Pakistan’s Balochistan province, while the 3rd one was relating to organize a separation movement in the then North Western Frontier Province(NWFP) and now Khyber Pakhtun Khawah to establish an independent State there and this one is known as the Kao’s Pakhtoonistan Plan (KPP).
The basic features of Kao plan were to launch a Psychological Warfare operation in East Pakistan; to communicate with East Pakistani politicians, mainly those belonging to Awami League; to get on board all the East Pakistani civil servants working in East and West Pakistan and also in Pakistani embassies across the world; to launch extensive media campaign against Pakistan army’s actions in East Pakistan and to project a highly exaggerated plight of the people of East Pakistan in the world media and to organize moots and conferences across the world to highlight the sham miseries of the people of Pakistan; to establish a sense of deprivation amongst the general public in East Pakistan; to create a feeling of hatred amongst the people of East Pakistan and West Pakistan through social circles etc.
Whatever the Indians did in East Pakistan is now a part of well-documented history also confessed by Indian PM Modi. They succeeded in implementing the plan successfully with the help of politicians, civil servants and media people. Within three months of establishment of Bangladesh, Rameshwar Nath Kao sought Prime Minister Indira Gandhi’s permission to launch KBP-II for the separation of Balochistan from Pakistan. However, due to a possible resistance from the then Shah of Iran, China and also from CIA, the plan to separate Balochistan was put on hold by Indira Gandhi.
But the Kao-boys had already started contacting Baloch leaders through social activities in foreign countries and a PSYWAR was launched amongst the Balochistan people with a crystal clear reference to what happened in East Pakistan and how India helped East Pakistanis to have a spate, independent country. But very soon the Indians realized that Balochistan was no East Pakistan and they had no advantage of having a road link in Balochistan that they had in East Pakistan and secondly Pakistani army had total control and very strong road link to any part of Balochistan, something that it lacked in case of East Pakistan.
The only advantage for RAW while starting the Balochistan game was that here they did not have to launch and fund the movement at the grassroots level like in case of the East Pakistan but in fact in Balochistan, they just needed to lure a handful of Baloch tribal leaders, especially young ones who were very much attracted towards fun life of West, and rest was to be done by these tribal leaders. However, Indira Gandhi and her son Rajiv Gandhi who so enthusiastically wanted to undo Pakistan died unnatural deaths leading to certain amendments in the Plan but basics of the Plan remained unchanged.
India did launch a psychological war amongst the general public of the area but the bold stance of the army and sustained operation against the militants paid the dividends with the result that Balochistan is relatively calm and other RAW enterprise in Karachi is also in control. The only unfinished job the army must conclude at the earliest is to eliminate the third RAW enterprise, the sectarian violence which also has claimed many precious lives. Iron-hand will be needed to eliminate media accomplices of the RAW in Pakistan’s print and electronic media.
